Scientific and Methodic Support of Forensic Examination
The main goal of activities of forensic institutions (hereinafter – FIs) of the Ministry of Justice of the Russian Federation (hereinafter – Russian Ministry of Justice) is to protect the rights and freedoms of citizens and the interests of State through performance of objective and scientifically based forensic examinations, the high quality of which is achieved by application of the whole complex of interrelated components of scientific and methodic support (hereinafter – SMS) of forensic examinations.
In accordance with the decree of the government of the Russian Federation #1133 as of October 6, 1994 and the Articles of Organization of the RFCFS of the Russian Ministry of Justice approved by the order of the Russian Ministry of Justice #10 as of January 21, 2016 the Federal Budgetary Entity the Russian Federal Centre of Forensic Science of the Ministry of Justice of the Russian Federation (hereinafter –FBE RFCFS) provides scientific and methodic support of forensic examinations and expert research in the system of the Russian Ministry of Justice FIs at the current scientific level and performs the role of the leading forensic institution for scientific and methodic support of forensic examination performance in the FIs of the Russian Ministry of Justice.
The SMS is provided on the basis of Regulations on organization of scientific and methodic support of forensic examination in the federal budgetary forensic institutions of the Russian Ministry of Justice. These Regulations were approved by the order of the Russian Ministry of Justice #282 as of 16.11.2022
The SMS is provided by carrying out the scientific and methodic work (hereinafter – SMW). The annual SMW plan in the filed of forensic science is developed for the relevant year and implemented by the FBE RFCFS jointly with other FIs of the Russian Ministry of Justice.
The SMS is developed in the following forms:
- methodic materials on forensic examination performance,
- research of forensic examination technics,
- academic and training programs on expert specialties.
After development and publication of the methodic materials on forensic examination performance they are included into the “Information Bulletin on new methodic developments recommended for implementation by forensic institutions of the Ministry of Justice of the Russian Federation”. Active and operative application of methodic developments into expert practice of the FIs of the Russian Ministry of Justice allows to upgrade the quality level of Expert opinions.
In the FBE RFCFS there has been effectively functioning the Scientific and Methodological Council. It was established with the purpose of consideration of the most important SMS issues and working out the principles of a consistent approach to the expert practice as well as for elaborations on methodic work and addressing other methodical issues . This Council has the structure of scientific and methodical sections encompassing all types and varieties of forensic examinations performed in the FIs of the Russian Ministry of Justice.
The FBE RFCFS annually holds the All-Russian seminars on relevant issues of theory and practice of forensic examination arranged for the FIs of the Russian Ministry of Justice.
